Passing a safety inspection

I have a cracked rear bumper and a broken passenger rear light lens (the light works fine). Does that warrant a fail on a safety test? All the damage is cosmetic.

It sounds like it will fail because all lights and lenses need to be in good working order. To be sure can you upload a picture of the damage?
