I have had this same problem for 3 years now, I'm trying to get the car to pass the Smog test but this one code won't allow me to. I've replaced the voltage regulator, replaced ally ABS wheel speed sensors and replaced the ABS control module twice but it won't go away, but something I've noticed is this loose connection hanging out, does this have something to do with it?

The images look normal. Thanks for uploading, P1633 code is a fault in the vehicle speed signal from the VSS, I would see if the sensor is plugged in. Also, does the speedometer work? Here is the sensor location so you can check it out and see what's going on #7. Check out the diagrams (below). Please let us know what happens.

No, the Speedometer is frozen and thank you I had a hard time finding this location. Nobody would tell me where it's located, Ken, I'm going to open it tomorrow and tell you how it goes.

Hey Ken, do you know where I can order the VSS output sensor for my 1999 Volvo S80 2.9L? And the part number? It is very hard finding it.

I didn't see the part on eBay at all but by chance do you know where the ABS relay is located on my 1999 Volvo s80 2.9L?

Oh no, not the ABS control module the relay for it or the VSS relay if it has one.

The locations because Volvo only tells you the fuses but not the relays as well.

Hmm, I don't see the relay. Here are wiring diagrams for the transmissions and they don't show a relay for the VSS (output speed sensor). Check out the diagrams (below).

I don't think so because the car has a VSS sensor. Did you check the wiring between the sensor and TCM?

I replaced the VSS, I found the part online finally but the code persists.

I would check the connection between the sensor and the TCM and if okay replace the TCM. You can get a rebuilt unit by searching Google or eBay. Here is the location of the TCM and how to replace it in the images below. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
