1998 Oldsmobile Regency Cooling fans not running

My olds has developed an overheating problem. I have determined that the radiator cooling fans aren't coming on. Since the larger of the 2 will come on if I wire it directly, I think it must be a fuse or more likely, a relay. I think it is located in the relay center under the hood but not sure which is the correct relay. Not seeing any markings. Can you tell me which is the fan relay?
I also have recently developed a hard shifting condition. It seems to slam into the next gear abruptly causing a big jolt. It seems to be shifting at approximately the right time, just very harsh. I checked the fluid level and it seems like it may be too high. Could it be as simple as draining some fluid out? Unlikely. Please let me know what you can. THX

Overfilled fluid will definiltey play havoc with the tranny.

As for the relays, there are 2. A high and low speed relay, so even if one fails it would still run on the other speed. May want to check the fuse instead.

The fuse in the relay center tests fine. I still don't know which relay or relays in the relay center run the fans. There is no lable or markings telling which is which. Also there is a sensor in the radiator about 10 inches down from the cap with a 3 prong plug. Is this the temperature sensor? Could this be the problem? Probably unlikely for 2 relays to go out at the same time. Any help is appreciated.
