The steering on the car is as if there is no power steering. The power steering fluid has drained several times after being filled. Mechanic suggests it may be the rack and pinion. My question is: why does the power steering fluid continue to escape if it is the rack and pinion?

The rack and pinion has seals that can fail causing fluid leaks. Not an unheard of problem. Be sure to check the lines for leaks too

Yep, chances are the high side power steering hose is leaking which is the most common problem of power steering systems. Please go over these guides for more information.
