1989 Other Oldsmobile Models Turn signals and Brake Lights

The car turn signals (left and right) work but the brake light on that side also flashes. The lens is a two color lens (amber and red) with two separate bulbs. The car will not pass inspection because they say the turn signal must flash and the brake light must remain on, the brake light cannot flash with the turn signal.
