1990 Oldsmobile Cutlass Ignition / Crank Problem

My Olds Calais will not turn over. Does the Calais have a Hard Start relay? What is the best way to isolate the crank problem? It will not turn over on a jump/ Battery is fully charged/No blown fuses. I am thinking it is most likely the Ignition coil/starter, but I am not sure if the Olds calais has a Hard start relay. Because it is difficult to get at the starter is there a test method to ensure that is the problem before I pull it?

Hi:
Have a helper turn the key to the start position while you check to see if you are getting power to the small wire on the starter. You should get 12 volts. If you do and the starter doesn't work, most likely it's bad.
