Is this what I have, a broken spring? It cost effective to replace this on a car of this age?

Here is a picture. Looks like it rusted through; is this a common problem? GM should be ashamed. I am glad this did not happen on the road; just sitting in the driveway with a little snow on it.

I think it is not safe to drive because the wheel rubs the fender.

Sure, did you get a couple of estimates? Shouldnt be too much, you could even purchase the spring yourself, and have it put on(just pay for labor), but now that I think about it. You'll need to replace both, the other will have wear on it and this one will be brand new, it like replacing one strut.
