1990 Oldsmobile 98 Service Engine Soon

I have a 98 olds regency and when ever I go down the road at 35-40 mph the service engine soon light comes on and the car chugs. I get on the highway and when I approach 65-70 it does the same thing except more frequently like chug,chug,chug. I recently fixed a broken vacuum junction up by the motor on top but that did not fix the problem as I would have expected. Can anyone give me some solutions as to what it could be?

Have the computer scanned for code/s-there's a problem within the engine management system for the CEL to come on-that's your starting point of diagnosis-finding out the problem.
