1999 Oldsmobile 88 temperature guage

My temp guage tends to go higher when sitting at a stop light. changed the thermostat and it still does it and i'm losing water.

Are the cooling fans turning on when this happens? Remember, when you are stopped, there is no air flow. The fans have to do the work. If they are not turning on, the engine will heat up for you.
