Oil bolt won't come out. Just spins. Think threads in pan are stripped.

You may be able to apply a little leverage behind the plug as you turn it and it may move, otherwise you may have to drill it out and re threaded the sump with an over size plug, regardless how you remove it it must be re threaded or if badly damaged replace the sump.

We've tried putting something in between the plug in the pan and turning it. We tried by saying the plug and tapping it with a hammer we've tried re-tightening it we've tried all that and can't get it out.

Hold the plug with vice grips and start drilling with small drill go up sizes gradually until you can pull the plug out, don't worry about the thread as it will be damaged already, just remove the plug and then you can look at re threading or welding a plate over the damaged drain hole and drilling and re tapping a new drain plug.

Yes, and you can use grease on the drill to help capture metal as well.
