It's not an OBD1 port as vehicles stopped using OBD1 in 1996. You would use the OBDII port in the interior of the vehicle. From what I found the connector under the hood is for Kia/Hyundai manufacturer specific diagnostic tools for manufacturer specific test that Kia/Hyundai techs would use at a dealership.
The port in the car would be more for global diagnostics, so it would give you generic codes you would find on any vehicle.
This port is more for manufacturer specific codes that are defined differently from Kia/Hyundai.
Most OBDII connectors in vehicles will use the same connector but with a different circuit built in for the manufacturer.
For some reason Kia/Hyundai has a separate port under the hood.
