O2 sensor problem (check engine light)

My check engine light will not turn off, I believe it is P0037. Started off with a simple changing of the o2 sensors, then the catalytic converter, then the sensors again, then the harness, then the PCM. Only thing that has happened from all those repairs was the light turns off randomly for at most three days at a time. Is there a fix that we have overlooked?

Scan for codes first so we know where to check. check fuses under hood as some have fuses for O2 sensors. then check fuel pressure with a gauge auto parts rent it may be low causing a lean condition. See link.
