We need to check the circuit at the fuse and see if you have voltage at the fuse just to make sure you have it. Then we need to jump that voltage to the lamps when the headlights are on and see if the tail lights work. Then we can either trace the circuit or simply run a new wire to get them working.
However, if they don't come on then we will need to dig further but I suspect you have an wiring issue for this because the ground is shared with the other lights in the rear so if they are working then the ground is probably fine.
