No power on DLC pin 16?

Hi, curious thing here. Recently the DLC on this car will not power up scan tools or a VLC adapter. Some of these have worked on this car in the past. No fuses blown. I found power on pin 9, GND's on pins 4 and 5 but no power on pin 16 which I thought was standard for OBDII. Can you explain this? I'm pretty sure this is why scan tools are not happy. If I power the VLC externally it connects to the ECM and all other modules. What's going on? Thanks

Not uncommon for the power to that pin to fail in other vehicles, however in that car it won't fail because for some reason they decided not to send power to that pin, instead you need a power cord to power the tool. Attached you can see that there is no connection listed for pin 16. Some scan tools pull power from pin 9 as well as 16 so it's possible those worked while others didn't.

Hi Steve, I have seen other diagrams that also show no connection to pin 16. I questioned their accuracy because of that. Good to know it's factual. Some of the scanners now failing to power up have been used on this car in the past and they did power up then, which makes this hard to figure out. I'll have to get into this again and see if I missed something. Might be a while, as in days to weeks. Thanks until then!

Yeah, it's strange but that is the OE diagram. The fuses also show no connection for it. Wouldn't be hard to just run a switched power to that pin though.
