no oil in oil filter

i changed the oil in my car and the oil filter had no oil in it. kept a close eye on it and do not understand it. just wondering why? my car has been sitting for three years just had oil change in it three years and sixty days ago. the guy was suppose to be starting it at lease once a week looks like he did not because he had to replace the battery and i just brought a new one three years and ninety days ago . is there anything i can do to rectify this?

as far as rectify with the guy probably not, check to see oil level first then have a mechanic look at it there may be a valve stuck above oil filter or the oil is partially clogged up someplace.
