No fuel injector Pulse when engine primes

The vehicle listed above is a V1500 with a 5, 7L V8, TBI. The fuel injectors won't pulse when the fuel pump primes. No matter how long I crank the engine the injectors will not pulse. However, when I spray starter fluid down the throttle body when cranking, the engine fires right up. After which the fuel injectors will start to pulse. But, after starting up the engine will go into a high idle of 1,800 RPMs in most cases. Following that the engine will gradually pick a lower idle until it eventually stalls. I have replaced the ECM multiple times, including the ICM, coil, fuel injectors, fuel pump, and fuel pump relay. I do have an OBD check engine code come up randomly, Code: 42- Oxygen sensor error (rich condition indicated). Could the possible issue be with the electronic spark control module?

Yep, the electronic spark control module controls the injector pulse, this is where I would start here is the location in the diagrams below. Also, have you run the codes? Please follow this guide to run the codes:

I have no current codes as of today, and the spark control module seemed to fix the prime issue. However, I checked the fuel pressure at the fuel filter and found it to be at 5 PSI (fuel filter is new). I decided to drop the tank and put a new fuel pump in it (thinking that the previous one was deflective) and I still had the same results. Tested voltage going to the pump and found 11.6v when at prime, and 8.3v when cranking. I have not touched anything regarding fuel tank ventilation or assorted vacuum lines. Should I start looking at the fuel tank ventilation system? The better question would be what could cause poor fuel pressure coming from the tank in this case?

Only the pump can cause low pressure from the tank. There is however a fuel pressure regulator inside the fuel injection throttle body. Check out the diagrams below. Did you use an AC delco pump?
