No brake pressure after replacing the power brake actuator?

I asked a mechanic to help replace the power brake actuator, but he told me the brake doesn't work even after the bleedings. And he told me a scan tool is required to make it work. He asked me to bring the car to the dealer to reset it because he doesn't have the scan tool. Is a scan tool a must? I saw some videos saying no scan tool is required. Does anyone here know what to do?

Yes, so what happens is air gets trapped inside the ABS controller and the only way to remove it is to connect a scanner and open the ABS valves while bleeding the system.
