Altima 98 Left axle

I bought a used Altima 98 a month ago. The car has a bad vibration when I hit 60 mph. It gets worse as I just speed up. My mechanic told me it is the left axle that needs to be changed. However, it does not make are noise of vibrations while turning right or left. The previous owner changed the right axle and two front tires the last year. A friend of mine sad that the whole issue can be just in balancing the wheels. However, I do not want to pay for balance then pay for the axle. My question is, can the axle be responsible for this vibrations? And How can I know if the axle needs to be changed or not?

The only way to tell is to check for missing balance weights, tho these are usually on the right axle, and put the front end up on jack stands, have someone rev the engine to about 35 mph and no more, and see if the axle wobbles. You may need to hold the right tire from spinning! I do it by stepping on the brake, clamping the brake hose, and performing the above mentioned test.
