1991 Nissan 240SX How do I know if my timing is off?

I own a 91 Nissan 240sx. How do I know if my timing is off? When I drive my car it wont go passed 18 mph. Every time I put on the gas, the throttle tries to go out. But when I let off the gas the throttle re-engages itself. What could it be?
