The fan clutch operates based on engine compartment temperatures. It is normal, when the engine is hot, for it to make a roaring sound. Also, it is normal for the same noise to be heard for about a minute when the engine is started cold.
With the engine off and cold, open the hood and see if you can turn the fan blade. If you can, the clutch is good. If it cannot be turned or makes a funny metallic sound when turning, the clutch is bad.
