New starter makes a winding sound

I replace the starter and it just makes a winding sound like it's not engaging with the flywheel. I take it off, do home test n it works like it should. Replaced starter relay put all back together and same thing. I take it to AutoZone and put on their machine, checks out. I charge battery to reading 13 v. Put it back and same thing again just winding out.
