Need to stop 19c772 from making noise when starting?

What happens if you unplug a noisy19c772 defrost panel mode door actuator. Can you access it without removing the entire dashboard just to unplug it and stop it from working? I just want to stop the noise. It only comes on when the car is cold started. Once running no noise.
