how do u check if good fuel pump on 91 3000gt

If its an EFI system-you should hear the pump come On when ignition key is at On position for a few secs. Do you have this? If it comes On-check the fuel pressure-without the proper pressure she won't start it has to have it.
If it doesn't look for power at the f/pump connector. If you got it there-could be a grounding problem or the pump itself.If not take it back to the fuel pump relay, not there-its coming from the computer or a voltage drop problem.
