We have the same problem with my son's car (1992 eclipse). From everything I've read so far, it points to a ICS (Idle control servo). We just ordered the part so I'll let you know how it goes.
We installed the ICS and that took care of the problem. Seems to be an engineering problem with this part. Be prepared to shell out over $100 dollars for it though.
