1994 Mercury Villager when you press the brakes

When I press my brakes in a stop or red light my car starts to accelerated and the pedal goes to the ground. Took it to a garage they told me it was the master cylinder. Change it and it still doing the same thing. They charge me $ 250.00. What else could it be the problem. I think it may be the Booster. How to check it.

If the pedal starts good and then drops slowly, it's called bypassing. If you are not losing any fluid, the most common cause is a bad master cylinder but in some rare cases it can also happen in the ABS unit, especially if it is a rear wheel only system.
