How was the bounce test?
Look at the shocks, is there oil seaping out of them, how do they respond. Is there other possiblilties, sure, but I would expect you would have other symptoms that are not normal.
What is the ride like otherwise? Any noises or odd occurances at other speeds? IS the ride ride on the bouncy side?
IF there is a bad bushing or a broken weld for example, you may hear something going over bumps.
I would be wise to check over the steering and suspension components in the event there are multiple reasons for the poor ride that are adding to the problem.
Do you have electronic suspension?
I'm not sure of your skills and tools, so I don't know what you can or can not do. If you live in a southern state or at least a mild winter area, the rust may not be a factor.
In this pic, the upper control arms are for side to side movement and the lower control arms are for front to rear movement.
If you have swaying combined with a floaty kind of ride, you may have both shock and upper control arm bushing problems.
What do the rear tires feel like when you run your hand over the tread surface of the tires. An indication of shock and or weak suspension is tire cupping.
