When braking the brakes pulse between 30 and 25 mph. what causes this and is it necessary to fix.

Could be caused by warped or worn rotors. When the wheels are cool to the touch, rub your fingers across the rotor by reaching through the wheel and make sure that it is smooth to the touch. If you can feel small groove(s) in the rotor it may need "turned" or replaced. You can have them turned at many major auto parts store i.e. Advance Auto Parts, Auto Zone etc... .
