You are probably right on damaging it due to ice. You will first need to determine what is broken. Inspect the armatures and try moving the wiper by hand. Just a note be very careful when working in these wiper assemblys. They are mounted at the bottom of the windshield and if you put too much pressusre on them you can crack the windshield. Anyhow inspect the assembly, what you should be looking for is something physically broken. You may have a stripped wiper assembly. What can happen if excessive pressure is placed on the assembly the motor can spin the mounting bolt in the assembly. This strips the wiper. This will require removal of the wiper assembly. At the base of the wiper is a black cover. Pop the cover off and there will be a 13mm nut under the cover. This is the only thing holding the assembly on. Not that this condition will appear by the wiper being able to be moved by hand with little resistance.
