It sounds like you have a faulty IAC valve (Idle Air Control Valve). You can check the IAC valve, located on throttle body, by removing it and spraying it with cleaner. This will get the carbon build-up off of the spring and cone shaft. Then reinstall and see if there is a difference. If there is, then replacement of the IAC valve is recommended, as cleaning it is only a temporary fix.
