Mazda Protege Idles at 3000 when cold

My 2002 Mazda protege 5 (105000km) idles at 3000 RPM when cold and then after a few mins settles back to around 1000 RPM. I just had the EGR valve replaced and new spark plugs plus a fuel injector cleaning. The mechanic is now telling me that the IAC motor needs to be replaced ~500 bucks! I never had the high idle issue before the EGR valve etc. was replaced and am wondering if anything can be done to adjust the IAC to not idle so high when cold. Under what conditions is a new IAC motor required? Engine light is on indicating high idle. Please let me know what you think.

The IAC can be taken apart and cleaned.
