Low fuel pressure

Started stalling at start up. It starts and runs for 5-20 seconds and then stalls. Fuel pressure is low at 35 psi with engine off and key on. I have changed fuel filter, cleaned throttle body, replaced fuel pressure regulator. Is it leaning towards a bad fuel pump?

The fuel pump should have been the first suspect. That pressure is way off.
