Long crank cold?

Long crank cold going on for 1 year. Need help interpreting recent fuel pressure test. Car not started in 2 days prior to test. With key to ignition position, gauge from 0 to 30 psi with drift down to 15 over 4-5 minutes with key left in ignition position.

With start, gauge to 54 and no significant change with revving the engine. All done with vacuum hose in place.

Can this be normal? Is it definitive for a fuel sender malfunction? Since it has been stable for over a year, is there any need to fix it?

The fuel pressure test sounds normal, I would do a throttle bore cleaning service and run the codes to see what comes up. Only a vacuum leak test wouldn't hurt, here are the guides to help you with the problem and instructions in the images below to help you with your car.
