I own a 99 Signature and a 98 Town car BOTH needed to have the wipers motor replaced. It is Easy to do.
If you do it yourself OR have sombody else do it should you find it is the problem MAKE SURE they clean out the water drain which is right under the wiper motor. LEAVES LOVE to plug it and once they do your electric wiper motor is sitting in a pool of water. The water may drain out slowly and may not be present when you remove the water, but if the drain is plugged you can be sure thats why the motor went bad. The good news is that if you make sure it stays unclogged my wiper motor from a junk yard has been working flawlessly for 3 + years
