Hello I have constant knocking noice from dash board
under passanges side.

Strong possibility that your blend door actuator is
stripped. Your Town Car being an 1998 should be
very similar to the one I changed on my 1994. I highly
recommend that you go to the following free website
that has a wealth of repair information for Linclons

and then click on the Tech section and look for the
Blender door actuator replacement -- good luck
