1994 Lexus LS 400 dashlights do not turn on when cold

I am having problems with the dash lights not turning when the car is out in the cold below 35 degrees. When the interior of the car warms up the dash lights will turn on but they turn on as if it were a flourcent bulb flashing until they kick in.

Any suggestions.

The problem is in the circuit board within the dash board. Go to www.clublexus.com. There are detailed instructions and even pictures and reports on do-it-yourself (partially or totally) solutions.
