1995 Lexus GS 300

Hello Guys
The other day my car just went dead. I thought it was the altanator but when taking things apart I found that my harmonic Balencer needed replacing. I have everything back together however it will not turn over. I have checked the voltage going to the starter and I dont hvaqe voltage going thru the smaller wire. What could be the issue. OH I put the old altanator back on could this be causing the issue?

Thanks Frank

Starter has two wires, small and large
Large wire should have battery volts at all time, small wire should have battery volts only when ignition switch in start position
If you have that and its not cranking suspect bad starter
If no power at small wire when ignition in start position
Check fuses ,and N/S switch
