We do not get involved with costs here because there are way too many variables. We do not even know what is wrong yet. Also, we do not have service information for your car. Judging by the engine size you listed, I am going to guess it is a front-wheel-drive, and as such, it likely has a rack and pinion steering gear. It is somewhat common for them to develop a leaking seal on one side. The lost fluid will collect in the accordion boot covering the inner tie rod end, but there is an air transfer tube that connects to the boot on the other side, so any leaking fluid can run out of both sides.
To verify this, slide off the small hose clamp on the end of one of those boots, then use a hooked pick or similar tool to pull the boot open. If power steering fluid runs out, the steering gear needs to be replaced. On some vehicles that job takes less than a half hour. On some it can take three or four hours if the vehicle is on a hoist. An alignment will be needed too when the repair is done.
