Check for a blocked heater core. The best way to do this is removal and visual inspection. You can also remove the heater core input and output lines and try flushing water from a garden hose. If sediment appears in the discharge side then it is best to have it professionally flushed or replaced. If you DIY then use vinegar or a similar solvent for dissolving minerals; submerge the heater core in the solution overnight.
