I have just replaced the master cylinder as the brake pedal went to the floor. Now, I have a firm pedal but still no braking. The pedal will not depress when trying to bled the lines either. Fluid levels are good, no leaks noted.
I got this vehicle with no functioning brakes, so I don't know if this is a new issue (the new master cylinder is bad) or another problem related to the brakes.
I was able to bled the brakes before installing the replacement MC, which did not correct my problem.

You could have gotten the push rod from the pedal in the wrong position, and it could be jammed if the pedal doesn't depress at all. If the pedal does depress, but is hard, you may have a bad brake booster, or low vacuum. Make sure you have good vacuum to the booster.
