It very well could be your waterr pump but without looking at your vehicle, I could not help you. Have you had a compression test on your cylinders to check for cracked heads or headgasket? If you severely overheated your engine, therre could be more damage now than before and even if it wasn't severely overheated, the lack of coolan can damage your engine too. A bad water pump will make the temps go up fast when sitting and maybe go down some when moving, the faster you move the cooler it may get. You could also have something wrong with you electrical system that may be preventing your electric fans from working properly. My suggestion, take it to a dealer where they know what they are doing, most regular shops know how to fix things when they are simple but have a hard time narrowing down things that are not too obvious.
