1996 Jeep Laredo Belts

My '96 Jeep Laredo makes loud screeching noises only when initially turned on and only for a couple of seconds. I don't know which belts it is that are making the noise and I don't know what I need to do to fix it, tighten, or replace them.

The system has an automatic belt tensionier, so either the belt is bad or the tensionier. Here is a picture of the tensionier so you know what you are looking for.
