steering damper 1996 cherokee

1996 cherokee 4.0 l auto about 160,000 miles

got a 3" lift kit from rough country, replaced front coils and shocks, and was told the steering damper should be replaced at same time. Damper to axle bolt came off no problem, the problem is where the damper is connected to the tie rod. On the replacement a long bolt connects the damper to the rod, but the original appears to be threaded through the rod, or if not could use some insight on how to remove this without interfering with the tie rod. As of now they seem welded to eachother??
