When it is first started, the RPM immediatly jumps to about 2300 RPM. Much like a stuck choke on a carborator. After a few seconds, the RPM returns to a normal idle speed 800 RPM or so. Since this is fuel injected, What would cause this? Would the fuel pressure regulator have andthing to do with it?

You need to check fuel pressure it should be 44.2-54.2psi during running then turn engine off and release pressure when turn key on do not start it should be the same it will drop after 5-7 sec. If your pressure is within these limits then the pcm needs a software update
