After starting the vehicle I turn on the air conditioner it will blow warm air until I start driving. After I start driving for about 3-4 min the air conditioner will then blow cold air. If I stop and let the vehicle idle for 3-4 min it will again blow warm air and the temp guage will start reading hot. Radiator fan is working fine.

This sounds like two different issues. First, have the freon tested in the AC. It sounds like it may be low which can cause the problem. As far as the temp, does the vehicle ever run hot when it is moving or is it only when you stop?

It only gets hot when the car is stopped and idling and when the air conditioner is on. If I am driving the temperature is normal. If I stop and the air conditioner is not running then the temperature is normal

If the fan is running and it only happens with the AC on, the extra load must be causing it. Chances are you should have the radiator flushed and the t-stat replaced. There could be just enough corrosion in the cooling system that the extra load causes the problem.

As far as the AC not cooling, make sure the system isn't low on freon.

My 2000 was doing the same thing. I have flushed, replaced the fan with 2 high performance units, changes caps, and am about to freak. Is your oil pressure low at idle? Are you slowly losing coolant with no drippage?
