the heater does not get warm, the blower only blows on high, if it is set at any other setting the blower will not blow

If it only works on high, try replacing the blower motor resister. I believe it is under the dash near the blower motor. As far as heat, does the temp get hot when the fan does blow or stay cool?

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
