It sounds like water is swishing in the dashboard of my 1999 jeep grand cherokee, what's causing this noise?

Hi:
That is the sound of coolant entering the heater core. Make sure the coolant level is full.

I agree with JACOBANDNICKOLAS, there is air in the heater core which makes this sound. I would check the coolant level this video can help you
