1995 Jeep Cherokee- Desperately seek assist on vacation

I have an immediate problem with an outboard motor which is on a canoe being towed with my Jeep and we are on holidays with no mechanic in site.

Please assist if anyone can. It is a little 4hp Johnson and plugs just not getting fuel, tried clean gas, flushing the main line from tank and pulled off the water seperator (think they call it that - where the line connects to carb) and flushed all out as much as poss by squeezing primer lots) So I guess question is what is next step on these little motors/carbs to get fuel in. Hope dont need to do complete carb teardown?
