It's built into the Body Computer and the Engine Computer. If you replace either one, it will self-program itself to the anti-theft system. It learns that from the other computer and it can not be undone once it self-upgrades. You may also have an RKE module, (remote keyless entry). I don't know if that module will cause the other two to upgrade themselves.
The only thing I could suggest is removing the RKE module if there is one, and replacing the Engine and Body Computers at the same time with ones that aren't programmed for the anti-theft system. They must be replaced at the same time before the ignition switch is turned on, otherwise they will just keep relearning the anti-theft programming from each other.
Why do you think the anti-theft is the problem? It only stops the fuel supply. For a no-start condition, you must also check for spark. If spark is missing, you don't have an anti-theft system problem.
