1992 Isuzu Trooper Soft brakes that you can pump up.

The brake pedal pretty much hits the floor the first time you step on it and yields only moderate stopping power. 1 or 2 pumps later it seems to build up pressure and you get a firm pedal. Let it sit and the pedal gets soft again.

There are no fluid leaks. I've bled the snot out of the brakes and as far as I can tell there is no air in the system.

The pedal is hard and does not drop, when the car is off and also after it's pumped up.

What's going on?

With ignition off, pump up pedal untill hard, no brake booster pressure left, then put down your foot with a bit of force and hold it there, does your foot stay high or slowly go down?

Foot stays high.

With ignition on, foot also stays high. But take foot off pedal, wait for a few minutes, and foot is low again.
