Is this blend door actuator/motor functioning properly?

Hi guys, I recently got this part replaced by a mechanic as it was stuck, and the heater didn't work.

The dashboard had to be taken apart for this and the car was returned back to me after the work was done.

Now I noticed that although the heater does function, the actuator does not rotate when I am going through the temperature range of low till 28, only after 28 it starts rotating which is basically hot air from the heater.
I don't seem to notice any change in coldness of the air when cycling through the temperature, it just goes from cold to hot when I set it to 29.

I also noticed a grinding sound coming from the motor for a few days after I got my car back and it eventually went away, did the motor maybe malfunction because of the grinding?

Please do let me know if this is how the blend door motor normally functions, if not I can go back to the workshop and let the mechanic know.

Thanks for the video, it helps. So, when replacing this part, the HVAC must be set to the coldest position before it is removed, the clicking you heard could be the system trying to recalibrate. Here are the instructions on how to change the actuator out so you can see how the job is done. Also, when the actuator is removed make sure you can move the vent door control by hand to ensure there are no obstructions down inside the HVAC plenum. Check out the images (below). Please let us know what happens.
